Get freeWeb license

Good morning !

I work on a website for a project named Principasol. It's a free website, with a free access for all and access with passwords for researchers of universities but no commercial aspect. I want to include ChemAxon with the FreeWeb Licenses.

How can I get a FreeWeb license ? My colleagues have contacted a person but we have no answer.
