plugin for Markov. with same H count for non-aromatics

Is there a plugin that can be used to create a Markovnikov reaction in the case when the hCount() is the same for both (non-aromatic) carbons? I see plugins that might be appropriate for aromatic atoms, but not non-aromatic.

Try the sigma component of the partial charge on the carbons (requires charge plugin license). Try a SELECTIVITY rule like this (depending on your schema and mapping):
