If you download the latest JChem installer, it will place the Reactor application (GUI) on your computer:

Is there a more recent version of the Reaction Editor available? I have a test version dated October 2006.

Sure, it was released already, but I send you a link in an email to the latest unreleased version. It is improved and the best is, that it has a tester in the Editor. It tests your reaction with its internal examples.
