Can not start JChem Cartridge Service

I am creating a new installation as summarised below:

Windors Server 2012 Standerd Edition 65 bit   |  16GB RAM   |   Intel Xeon Processor

Oracle 11.2g

JChem 5.12.5_b141

I have performed the installation as Adminstrator.

The installation seems to complete successfuly with the creation of the JChemCartridgeService followed by a start up message and then a shuts down message.

However trying to start the service from the Windows Services interface fails to start the service.

The windows event log entry is:

The JChem Cartridge Service service terminated with the
following service-specific error:

 

The operation
completed successfully.

Please would you advise.
