Installing new jchem cartridge problem

Hello,

Looking to install Jchem cartridge on the same oracle server, the problem is that I'm getting this error and can't understand what privilegesI have to give to jchem owner user (I even tried to give him all possible grants and didn't work), this is the error message when I asked to give user/pass:

Name of the cartridge owner [SYSADMIN]: 

Password of the cartridge owner:        

 

====> ERROR: SYSADMIN doesn't have java.net.SocketPermission for localhost to connect
