I am not very familiar with mysql but if I have a database that was made using MS sql server express, would I be able to connect to it (and modifiy) with IJC?

No, IJC does not currently support Microsoft SQL Server. We do hope to support it at some stage in the future.
We do support MySQL - it is a compeltely different database from MS SQL Server.
