Is it possible to export a form in IJC and send it to someone? If so, how is it done?

Yes and no, depending on exactly what it is you are wanting to do.
You can:
1. Copy a form from another user in the same shared database
2. Share a form with other users in a shared database (starting with IJC 2.2)
3. Send another user a complete copy of an entire project, including all its local databases and forms (just zip up the project directory and send it).
You cannot:
1. Export a form configuration to a file so that another user can read it into a different database.
