Hello,
Yes, Marvin can run without installer, however, some features will not be available, like Microsoft OLE copy. One more thing: Java 1.6 or higher version is required on that machine.
If you choose the platform independent package in the download page, you will have a marvinbeans-<version>.zip file. Unzipping it you can start, for example, the bin/msketch.bat on Windows which will use the locally installed Java.
