It looks like it is ChemAxon (not Infocom) license related.

However the error message seems to be incomplete - it should also contain for which product the license is missing.

Could you please paste the full exception text ?

Also could you tell more about the installation ? (desktop/server, etc)

At first glance it seems ChemAxon licenses are not installed properly or maybe inadvertently you are trying to use a functionality you do not have license for.

(e.g. for conversions if the input is a document, it needs a different license than for converting between chemical file formats)
